New conditions will reduce pub problem

The smoking ban and the closure of Vertigo nightclub were the root causes behind a number of flare-ups and breaches of licence at a Petersfield pub.
Petersfield police called for a review of Foggy’s, in St Peter’s Road, after incidents of disorder outside the premises and evidence of music played and drinking continuing after the permitted hours.

The management says the minor breaches occurred
over a short time-frame and the pub has no history of problems before or since. New conditions on the licence have been agreed with the police in a bid to prevent further issues.

Police told a licence review hearing last Friday that during October and November last year there were a number of incidents relating to the pub, which is directly opposite Petersfield police station.

Music had been played after hours and customers had been able to continue drinking after the 1am closing time for Fridays and Saturdays, while up to 40 people had gathered outside to smoke and continue drinking.

On one occasion a woman had been hit in the face by a thrown glass and on another a drunk 17-year-old, who had spent the evening in the pub, was discovered after the police were called to deal with a fight.

The teenager and the barmaid concerned were verbally warned by the police. However, around the same time the pub passed a sting operation in which a 16-year-old was tasked by police to attempt to buy alcohol there but was not served by bar staff.

Michael Parrott, solicitor speaking on behalf of the pub at the hearing said the premises, which has been in the ownership of the Latham family for 14 years, and run by Suzie Latham for seven years, had no history of licence breaches.

“The problems with the premises have been a recent and short term matter occasioned by two circumstances, the difficulty of the smoking ban and the closure of Vertigo, which has had an effect on the balance of where various customers were going during the course of the evening.”

After consultation with the police, and a subsequent licence hearing, Mrs Latham agreed to four new conditions to the licence which related to the consumption of alcohol outside the pub and entry to the pub after midnight.

The conditions are:

l Two registered door staff on Friday and Saturday from 9pm until closing.

l No consumption of alcohol outside the premises on Friday and Saturday after 9.30pm.

l No person shall remove, or enter the premises with, any alcohol or other drink in open containers unless intended for consumption in any external area provided for that purpose.

l No entry or re-entry after midnight on Friday and Saturday.

New manager Pete Tarrant has been brought in to look after the pub at weekends. Police say the pub has shown no sign of further licence breaches and enjoyed a quiet Christmas and New Year period.
