A PLANNING authority’s decision not to allow a proposed new development in Liss, including affordable homes, is being challenged.

The Petersfield-based Radian social housing group wants to build 32 new homes on land at Inwood Road - but planning permission was refused by the South Downs National Park planning authority last September.

Now the group has lodged an appeal, so the final decision will now be made by the Government’s Planning Inspectorate.

The Inwood Road scheme was the first major planning issue in Liss to be decided by the SDNP, which took over responsibility for major planning applications in 2011.

Neil Challen, valuation manager at Radian, said: “It is very unusual to submit a planning appeal, but there is an overwhelming need for homes in Liss. We are convinced this is a sustainable site which should be developed.”

He said the group had an option to buy the site, which is an isolated field which has been vacant for several years. The purchase is dependant on planning consent being granted. The proposed development is a mix of houses and bungalows, some of which would be available for rent and shared ownership, and some for sale on the open market.

Mr Challen told parish councillors in 2012 that a proportion of privately owned homes was needed to make the development as a whole a financially viable proposition.

He said this week: “There is a substantial amount of evidence indicating that there is a high need for affordable housing in Liss, a fact verified by East Hampshire Housing Needs data.

“The proposal is for a mix of 32 homes, including one-, two-, three- and four-bedroom houses to cater for the wide and diverse needs of people in the local area.”

The plans include a cycle link to Liss Junior and Infant Schools to reduce traffic.
