The man behind an ambitious scheme to convert an ancient barn in East Meon into a modern wedding and conference venue says he is "bitterly disappointed" that the plan has been rejected by councillors.
Christopher Daniel claimed that the regeneration of the barn and other buildings at Riplington Farm would have added up to £1 million a year to the local economy.
"I think it is very sad that exaggerated claims have frustrated the opportunity to d
o this," he said.
Mr Daniel spoke out after East Hampshire District Council's South Planning Committee went against a recommendation by planning officers and refused planning consent.
"There was only one main reason for refusal and that the proposed level of intrusive activity would be detrimental to the AONB (area of oustanding natural beauty).
"The planning officers' report outlined in detail how all the potential sources of intrusion could be dealt with and mitigated."
Mr Daniel said he would be taking advice before deciding whether to appeal against the decision.
Last Thursday's planning meeting was told there had been 107 letters of objection and comment, and 33 letters of support for the scheme.
Both East Meon Parish Council and Langrish Parish Council obected.
As well as the proposed change of use of the main former threshing barn, the application also sought permission for new access and parking, conversion of another barn for staff accommodation, and re-roofing and cladding of two other buildings.
Among the objections to the scheme were concerns about visual impact, noise, traffic, and impact on wildlife.
A report by EHDC planning officers concluded: "It is considered on balance that the proposal is an acceptable use of the buildings and would result in a visual improvement to the area.
"The proposal would be of benefit to the community, bringing economic benefits to the area.
"Subject to suitable noise and lighting controls, there would be minimal impact on the amenity of any neighbours."
