EAST Hampshire District Council’s planning committee has approved an outline application for 175 additional houses at the Lowsley Farm site in Liphook.
The decision was made at the last planning committee meeting, and the planning officer’s recommendation had been to grant outline permission.
The application before the committee proposed 330 houses, which included the 155 already consented in phase one, and an additional 175 houses in the phase two area of the site.
The application had been deferred at the previous meeting of the planning committee held on March 31, despite the planning officer’s recommendation to grant outline permission.
The application had been deferred for receipt of further information relating to improvements to roads to reduce the impact of traffic generated by the development.
Concerns which had previously been raised related to the impact of traffic on the double mini roundabout within The Square in the middle of Liphook.
The planning officer once again recommended to grant outline permission, as the benefits of the housing provision proposed outweighed any detrimental social and environmental impacts on Liphook.
The planning officer had proposed 18 conditions, but East Hampshire District Council Leader Cllr Ferris Cowper proposed an amendment to condition seven.
The planning committee then voted on the officer’s recommendation for outline permission, subject to completion of a legal agreement and the amendment to the wording of condition seven.
Eleven councillors voted for outline permission, no councillors voted against outline permission and one councillor abstained from voting.
