EAST Hampshire District Council’s planning committee will discuss an outline application for 175 additional houses at the Lowsley Farm site in Liphook tonight (Thursday).

The meeting will be held at The Petersfield School at 6pm, and the planning officer’s recommendation is to grant outline permission.

The application before the committee proposes 330 houses, which includes the 155 already consented in phase one, and an additional 175 houses in the phase two’s area of the site.

It is the resubmission of a previously refused scheme which is currently at appeal following its refusal in February 2015.

The application was discussed at the planning committee meeting on March 31, when the committee voted to defer the application, despite the planning officer’s recommendation to grant outline permission.

The application was deferred for receipt of further information relating to improvements to the local highway network to mitigate the impact of traffic generated by the development.

Seven councillors voted for deferral, four councillors voted against deferral and three councillors abstained from voting.

Planning permission was granted in December 2012 for 155 houses at Lowsley Farm, but the phase two application for the additional houses was refused in February 2015 on the grounds of air quality, highways impact and lack of contribution through the Section 106 agreement.
