Planning chiefs have green-lit two units in West of Waterlooville’s newest industrial park while limiting deliveries to the site during school drop-off and pick-up times.

A meeting of the joint West Waterlooville Major Development area planning committee, at Havant Borough Council on June 24, approved two industrial units on plot 500, Proxima Park, Houghton Avenue, Waterlooville.

The applicant, Coal Pension Properties Limited, brought a reserved matters application proposing to build two units for flexible use within a range of commercial, business, and service uses. 

The site is to be used as employment land and is part of Berewood, West of Waterlooville Major Development Area and will have hard and soft landscaping, access, 140 parking spaces and a service yard.

Unit 510 will have a gross internal floorspace of 4,738 square metres and unit  520 will be 4,017 square metres. The buildings will be a maximum of 14 meters tall.

Chair Councillor Jane Rutter (Lib Dem, The Worthys) said the design of the units to brilliant and outstanding was just what was needed.

The impact of future traffic and lorries on residents and roads from the distribution units was the concern.

To help the primary school that will be nearby, the officer said a condition has been added that means that no deliveries can be made to or from the site between the hours of 8.15am to 8.45am and 3.15pm to 3.45pm.

Councillor Jonathan Hulls (Green, Hayling West), Councillor Ricard Brown (Lab, Leigh Park Hermitage) and Councillor David Keast (Con, Cowplain) were also especially keen to avoid a similar experience of residents and lorries going through residential areas at all times of day as has been experienced by Havant and Leigh Park residents with the Amazon distribution centre.  

The committee voted to add another condition to limit traffic going through residential areas, the wording will be agreed by council officers after the meeting. 

While the site is being built the committee voted to apply standard operating hours, 8am to 6pm Monday to Friday, 8am to 1pm on Saturday and no Sundays or bank holidays.
